Is it better to buy a 2 dollar bill with a red seal or not and why? And what does the red seal mean?
A red seal $2 note is a Legal Tender Note not a Federal Reserve Note. They were issued from series 1928 up to series 1963A. So they are a note of a type that no longer exists and are older. The Federal Reserve Notes, green seals, were issued with series 1976 through series 2003. If you do go for a $2 red seal make sure you get a nice crisp uncirculated one. the series 1953 and series 1963 are not that expensive, however some series issues are not cheap like series 1928B star note it is worth around 10 thousand.
